Do not exist for every state. I have 11 of them. Two of those are Alaska (A101) and Hawaii (A120), which you probably already have, and are kind of outside the box here as both have Alpha Numeric reels inside. Although Alaska might fit, since it has a S3D version with reels 304, 306 & 308. I know of ten right now that are true S4. I have nine of those, Arkansas, Arizona, California, Florida, Georgia, Michigan, Minnesota, Pennsylvania and Tennessee. The 10th is Wisconsin, which I need to get. Have see several, but pretty poor condition. I do not currently know of others. All of the ones that I have, have the same reels as the S3 packets.
Great! Now that you have finished the S3s, you can always work on getting the S4s besides Hawaii. Or maybe you already have them also.
